Committee discovers irregularities in appointments by last administration

The committee set up by Governor Caleb Mutfwang to review the employment exercise in the state civil service by the immediate past administration has presented its report.
It observed that slots were shared 50-50 percent between the institutions, some MDAs with the office of the Head of Civil Service which were then allocated to the then ruling party , some traditional rulers, religious bodies, groups and individuals.

Presenting the report to the Executive Governor recently at the New Government House, Little Rayfield,Jos, the Chairman of the Committee, Dr. Ishaya Agaldo also observed that the approvals and the employment exercise was carried out in a haste with some MDAs exceeding their approval limits.

The committee which was constituted in June this year with terms of reference to review the employment exercise to ensure that due process was followed, to authenticate the actual number of persons engaged, determine the current status of staff on government payroll and to review the exercise to ensure that there was an even spread across the state, therefore recommended the exercise be reviewed to ensure due process was followed.

Dr. Agaldo who made the committee’s position known also recommended that the engagement of ad hoc staff by MDAs which was a form of casualizaion be seriously discouraged. This is because it has been greatly abused. He advised that MDAs that followed due process be exempted from such reviews.

They also recommended that in reviewing the exercise, the ad hoc staff who had previously been engaged and used over the years, should be given priority. And added that employment into state service be carried out on a regular basis to replace retired, deceased and other staff who may leave the service for other reasons.

Receiving the report on behalf of the Executive Governor, the Secretary to the Government of the State (SGS), Arc Samuel N. Jatau, thanked the committee for a thorough job saying it was not meant to witch-hunt anybody.

According to him, everybody has a stake and it was incumbent on every one to do the needful. He explained saying that the actions of each person would be judged by history.

Jatau explained that most MDAs do not follow due process which he said was unfortunate. He assured that it was their intention to make the state civil service amongst the top ten in the committee of nations.

Arc. Jatau, while commending the committee, called on them not to hesitate whenever they were called upon to serve in any capacity.
